Meet 6 FEB 08!
I have the honour to acknowledge the receipt of your despatch No. 1765/1905 of November 8th enclosing translation of a Chinese newspaper extract relative to the scheme of Cheung Pat-sz for developing the port of Whampoa, which proposal is said to be based on the assumption that the Canton-Ancy railway will take the same route to Canton as the Kowloon-Canton railway.
I have also received a copy of His Majesty's Consul General's reply to Your Excellency on this subject, dated November 13th, and I am inclined to agree with Mr. Mansfield in thinking that there is no ground for serious apprehension that the first part of Cheung's project, viz: the construction of a line running parallel with the Canton-Kowloon railway from Canton to Sheklung.

Sir F.D. Lugard, K.C.M.G., C.B., D.S.O.
